Federal target programme “Research and Pedagogical Cadre for Innovative Russia” for 2009-2013 was approved by the regulation of the Government of the Russian Federation ¹ 568 of July 28, 2008.

The aim of the Programme is to create conditions for effective renovation of research and research-pedagogical cadre and retaining of young specialists in the sphere of science, education and high technologies, maintaining the generations’ continuity in science and education.
The objectives of the Programme are:
create conditions for enhancing the qualitative structure of research and pedagogical cadre, effective system for motivating research activities.
create a system of incentives stimulating the inflow of young specialists into science, education and high technologies (defense-industrial complex, power generation, aerospace, nuclear industries and other priority high-technology industries of Russia) as well as retaining young specialists in these spheres;
create a system of mechanisms for renovation of research and pedagogical cadre
Duration of the Programme: 2009-2013
Total programme budgeting – 90 454 billion rubles (2,3 bln. Euro), including federal budget resources – 80, 39 billion rubles (2, 06 bln. Euro), non-budgetary resources – 10,064 billion rubles (0, 24 bln. Euro).
Activities of the Programme:
Action 1. Maintaining young specialists in the sphere of science, education and high technologies.
1.1. Implementation of research projects by teams of universities research-educational centers;
1.2. Carrying out research projects by research teams led by doctors and masters of sciences
1.3. Carrying out research projects by young scientists - masters of sciences and postgraduate students in research-educational centers
1.4. Developing internal mobility of research and pedagogical cadre for carrying out research by young scientists and teachers in research-educational centers
1.5. Carrying out research projects by research teams led by invited scientists
1.6. Scientific-methodological support for enhancing efficient reproduction of research and pedagogical cadre
Action 2. Attracting and retaining young specialists into the sphere of science, education and high technologies though infrastructure development
2.1. Organizing international and All-Russian scientific schools and conferences
2.2. Organizing international and All-Russian academic competitions among young scientists
2.3. Developing information infrastructure for training and work of research and pedagogical cadre
2.4. Developing the system for nurturing scientific-technical creativity of the youth
2.5. Providing the universities, leading in training research and pedagogical cadre for scientific organizations and organizations of military-industrial complex, enterprises of high-technology sectors of economy, with up-to-date high-technology equipment

In 2009-2013 National Training Foundation at the request of the Ministry of Education and Science of the Russian Federation has been implementing the project “Analytical support of the Programme “Research and Pedagogical Cadre for Innovative Russia” for 2009-2013.
The aim of the project:
monitoring the Progaramme implementation, assessing the outcomes of the Programme activities, evaluation of other research projects for preparing and presenting analytic materials to the Progarmme governing bodies.
NTF provides analytical support on the following Programme’s activities:
Measure 1.1. Carrying out research projects by teams of universities research-educational centers.
The aim of the measure is achieving excellence of research findings in a wide range of scientific areas, retaining of research and pedagogical cadre in the sphere of science and education, forming effective and scientific teams, in which young specialists and postgraduates collaborate with more experienced senior scientists. Research-educational centers, as the organizational divisions of the universities, are considered as the key infrastructure elements in building capacity for developing internal mobility of research and pedagogical cadre.
Measure 1.5. Carrying out research projects by teams led by invited scientists
The aim of the measure is developing close and effective cooperation with Russian scientist working abroad both on a permanent and temporary basis, attracting them into the Russian science and education, employing their experience, competences and knowledge for developing the Russian system of science, education and high technologies.
Measure 2.1. Organizing international and All-Russian scientific schools and conferences
The aim of the measure is effective dissemination and acquisition of best scientific and methodical national and international achievements.
