Russian National research universities A national research university (NIU) is a real embodiment of the new approach to a qualitative modernization of science and education sector and new institutional form of organization of scientific and education activity, destined to take upon itself the main burden in personnel and scientific provision of demands of high-technological sector of the Russian economics. A research university is an institution of higher education, equally efficiently realizing educational and scientific activity on the basis of principles of integration of science and education. There are 29 Russian universities, in relation of which the category "national research university" is established.
Creation of new universities in federal districts The aim of creation of new universities (Federal Universities) is the development of system of higher professional education on the basis of optimizing regional educational structures and strengthening links of educational institutions of higher education with economics and social sphere of the federal districts. The strategic mission of a federal university is forming and developing the competitive human capital in the federal districts on the basis of creation and realization of innovative services and elaborations.
