Core National Research Universities

 

 

A national research university (NIU) is a real embodiment of the new approach to a qualitative modernization of science and education sector and new institutional form of organization of scientific and education activity, destined to take upon itself the main burden in personnel and scientific provision of demands of high-technological sector of the Russian economics. 

A research university is an institution of higher education, equally efficiently realizing educational and scientific activity on the basis of principles of integration of science and education. The most important distinguishing features of NIU is their ability of both to generate knowledge and provide with efficient transfer of technologies into economics; to conduct a wide range of fundamental and applied researches; the presence of a highly efficient system of training masters and personnel of higher qualification, a developed system of programs of re-training and upgrading qualifications. Practically a NIU should be an integrated scientific and educational center or to consist of a range of such centers in the form of the aggregate of structural sub-units, which realize carrying out of researches on general scientific direction and training personnel for certain high-technological sectors of economics.

The strategic mission of NIU is assistance to a dynamic development of scientific and technological complex of the country and its provision with necessary human resources, balanced in their quantity, directions of training, on qualification and age structure taking into account the required tempos of their renewal and predicted structural changes in science and economics.

The main task of state support of the institute of NIU is in taking out educational organizations, which are able to take the responsibility for preserving and development of personnel potential of science, high technologies and professional education, the development and commercialization of high technologies in the Russian Federation, to the global level.

The category "national research university" is established by the Government of the Russian Federation for the term of 10 years. A university by the results of estimation of efficiency of realizing the development programs can be deprived of the category "national research university".

By the decree of the President of Russia Dmitry Medvedev of May, 7, 2008, there were created the National research nuclear university (on the basis of Moscow Engineering-Physics Institute) and the National research technological university (on the basis of the State technological university "Moscow institute of steel and alloys").

The first contest selection of development programs for universities, in relation to which the category "national research university" was established, was announced on August, 1, 2009. Development programs of 110 universities participated in the contest. Taking into account the results of independent expertise and two-stage discussion by the contest commission via secret vote 12 universities-winners were selected, which received the category "national research university" and means from the federal budget for financing their development programs in 2009-2018 in the volume up to 1,8 billion rubles each.

The second contest selection of development programs for universities, in relation of which the category "national research university" is established, was announced on February, 15, 2010. The contest commission defined 15 winners of the second contest.

Thus, there are 29 Russian universities, in relation of which the category "national research university" is established
